Kenya-EU Economic Partnership: A New Dawn for Duty-Free Trade and Market Access

Kenya and the European Union have edged closer to finalizing a groundbreaking Economic Partnership Agreement, paving the way for Kenya’s exports to enjoy tariff-free status and unrestricted entry into the EU market. This significant development, marking the culmination of seven months of negotiations, was officially announced on Monday.
The draft deal, inked by both parties in June, garnered approval from the European Union Council last week. Now, the agreement is poised for parliamentary scrutiny on both sides before it can take effect.
Rebecca Miano, Kenya’s trade minister, celebrated the momentous occasion in Nairobi, declaring, “Today’s agreement heralds a new era where Kenyan goods secure immediate access to the European market, free from duties and quotas. Furthermore, European products will gradually gain privileged entry into the Kenyan market.”
Known for its exports of tea, coffee, flowers, fruits, and vegetables, Kenya relies heavily on the EU, which constitutes a substantial 21% of its total exports. Conversely, the nation imports machinery, pharmaceuticals, and chemicals from the EU. In 2022, bilateral trade between Kenya and the EU reached a substantial 3.3 billion euros, solidifying the EU’s position as Kenya’s second-largest trade partner.
This latest agreement builds on a foundation laid in 2016 when Kenya, together with its East African Community (EAC) partners, initially signed a trade deal with the EU. However, due to the non-consensus of most EAC nations, the deal did not take full effect. Now, with the EAC having expanded to eight member nations, all are invited to join this renewed agreement, as highlighted by President William Ruto.
Addressing the gathering at the signing ceremony, President Ruto affirmed, “This agreement that we are signing today leaves the door open, and I say, wide open, for our EAC partners to join.”

While Kenya, classified as a middle-income country, sought an independent arrangement, the EU Commission President, Ursula von der Leyen, extended an encouraging message to other Eastern African countries, particularly those classified as least developed. She expressed hope for their inclusion, emphasizing the potential for a unified economic partnership.
